Validation of the perception of the attribution for poverty scale: Application of classical test theory and item response theory

Abstract
The popular perception of the attribution for poverty becomes a mechanism for inferring the context of the society. Thus, there is a need for a valid tool that can accurately measure it. This study was conducted to validate a perception of the attribution for poverty scale using CTT (Classical Test Theory) and IRT (Item Response Theory). The analyzed data were 2,207 participants who responded to the welfare attitudes survey of the 14th wave data of Korea Welfare Panel Survey (KoWePS) in 2019. Factor analyses revealed that classification as 3 dimensions of individualistic, structural and fatalistic explanations is appropriate. The person-item map showed that all items only function within the range of sub-average of person ability. The 4-point rating scale was proper and 3 of 11 items showed differentiated functions between ordinary-income and low-income of household. The implications of these results will be useful for modifying and developing items of poverty explanations in the following studies.
